Sounds pretty easy, I've never had to do it and I've had some raggedy bouncers before but here are the repair instructions from my little tikes bouncer.
*Cut out a section of material (patches provided) that is larger than the puncture
*The material should be cut in a circle or have rounded edges to prevent peeling
*Make sure the area is properly cleaned. Rubbing alchol maybe used to clean surface. Apply the glue to the back of the surface of the patch. Place patch over the puncture and press firmly to obtain proper adhesion. Do not inflate the unit for atleast 1 hour.

resolder the leads on the jack, but first try a different cable.
on a strat you can just remove the jackplate to get at it. this is a 15 minute repair with the rights skills. break off a wire from the other end, however, and you are talking unstringing the axe and removing the pickguard. be careful; if you dint wanna mess with this, any music store should have a tech who will do this for around twenty bucks. if not, look in the phone book for a local luthier who makes electrics- many of these guys do repairs like this (many music stores send their work to guys like this).
my advice (if you dont wanna diy): find a luthier and pay him 40-50 bucks to set up your axe (set action, intonation, pickup adjustment, fingerboard cleaning, fret polishing). he'll probably include the repair, and your axe will probably play nicer than it did brand new.
edit: hey jim- you didnt post an answer, you coat tailed me. this could be considered point gaming. I can understand that you may have had a similar answer in mind, but the least you could do is give a brother a thumbs up.
